And in case you aren't familiar with refining: the refiner allows you to untrain skills for a small amount of gold. So put the two trains (the first 10 trains give double returns) into sorc for now, and go to a refiner once you get an int rune.

It is definitely viable, just keep an open mind to swapping resist gear. For example I would drop the robe for 3x 10.5 pierce cloth pieces. The effect strip can be useful, mostly defensively for stripping snare/resist debuffs and to stun/root break allies. I like to have it but it might not fit on your build, especially if you play in roguebane.

The aes are centered on the target, not the caster.

Should have 1300+ top end bolt damage instead of 900+, especially with such low hp and high atr. Not sure why your fire bolt is so weak, normal stance?

Oh, and the stats. I don't have a char builder handy but I would max out int, put the rest in con, and disfavor spirit. Lately the only resist you see a lot of small scale is poison, so you can spare an int prefix or two to keep up mana regen.

Hmm. I can tell you for sure that alacrity buffs did not increase cast time. However there was an issue with Shadowbolt having a cooldown when it was not supposed to. Of the three spells I personally tested on both Ubi and Emu, what percentage faster where they on Ubi? (Using my "slow" estimate of their cast time in all cases.) Mage Bolt: 30% Shadow Bolt: 37% Lightning Bolt: 31% Conc haste is 36%. I think that is more or less within the margin of error of my test...

The server seemed lag free during the tests aside from a few spikes. It would have had to be a constant half secondish latency, which I didn't notice, and I am also located in the central US so that seems further unlikely to me.
