What is the arcane IP info you are trying to connect to?

Check SB Directory, Config > Arcane IP.

Please make sure you are using the sb_launch_64bit.exe!

We won an offensive bane on CP capital. The city has a shade and necro shrine, both with Favors on them. When requesting a boon no error message is given. No boon is given.

I don't recall hearing about a level limit for something like this, the toon I tested with was:
