Throwing daggers and jugular strike/vein sticker

These two weapon powers are somehow not being granted to barbarians. Before I solidify it as a bug report, I'd like to see if anyone else can provide some input here. The weapon powers just aren't showing up on the client at all. Did barbarians just not get access to those 2 powers?

both dagger and throwing %s are well passed the requirements to unlock those powers. It seems really odd that the client wouldn't show them.
