I was probably this misstatement right here that threw me off.

In fact i listed weapon powers. amend my figures to +250% ON ONE HIT to account for the one weapon power that does give you 100% assuming your fighting noobs of course because no one with experience is going to let you rush up to them and fight in melee range while you are in rat form. This unfortunately precludes you being able to use the pierce debuff as well.

Yes, they work quite well. Only problem is that precise was removed on transform and would break form. T-dag is another option, but I hate throwing after the multiple nerfs.

I don't think that the precision buff was removed when casting form although unequiping your bow will remove it. You are right though in that you can not cast it or it will break form. In any event you can still use precise stance.

I will have to test on the EMU, but on live, if you casted precision, then went wereform, Precision was removed. It was retarded.

Here is my old one, only had 1 in precise because of the bug with wereforms. I would probably untrain beorc and try to scavenge a few more points. I would probably trade out blackmask for sabotuer as well. Took BM for teleport only.

It's currently stacking but it should not stack because going by live settings it would remove upon casting form

On live the process of changing into a different form removed equipment momentarily (or at least this is how I figured it worked), so your health would drop if you had any +con gear and as precision requires a bow equipped it would clear the buff. I would consider this a bug and if it has or can be fixed on the emulator that would be good.

It actually worked okay for me. I wore of the shaper jewels. Had 2900-ish def in one form, and 2650-ish in the other from memory and hit like a truck. This was a go big, or go home extreme build. One of the forms had a nice stacking con buff and the other form without the con buff had a stacking 90% stam regen buff.

I've run rogue toons with 65-70 con all the time. Though not usually that low on Scouts.
