Run Speed Cap, and Fleet of Foot

1. Is there a run speed cap? If so, what is it?
2. Is there a benefit to going over the cap if you get snared, for example?
3. Why take fleet of foot as a trait? Saving trains? Or another reason?

2. I think so, yes.
3. Fleet of Foot costs 10 stat points and increases your speed by 5%. Increasing the speed by the same amount takes 20 points into running. Maybe if you are going really high on running those 10 stat points will have less worth to you than 10 skill points or you want to max it out. I don't really understand it though.
